Welcome to Housing Start-Up Index (HSUI)

The HSUI is for Newly Built Residential Unitsa and is a joint venture of the Reserve Bank of India (RBI) and National Buildings Organisation (NBO), Ministry of Housing and Urban Poverty Alleviation, Government of India. The index is being developed under the expert guidance of the ‘Technical Advisory Group’ constituted by the Reserve Bank of India under the chairmanship of Prof. Amitabh Kundu.

Housing start is a lead indicator because of the strong forward and backward linkages it has with various sectors. The number of housing starts during a given period reflects the institutional response in a country to the current demand and supply situation in the market, as reflected though operationalisation of the existing building permits into actual starts. This has an impact not only on the construction activities but also on several consumer durables and investment goods sector of the economy.

A TAG was constituted by the Reserve Bank of India to suggest a methodological framework and institutional arrangements for regular compilation of Housing Start-up Index under the chairmanship of Prof. Amitabh Kundu, Member, National Statistical Commission (NSC). Prof. Amitabh Kundu, submitted the Report of the TAG to Dr. Rakesh Mohan, Deputy Governor, Reserve Bank of India in the presence of Ms. Kiran Dhingra, Secretary, Ministry of Housing and Urban Poverty Alleviation on March 3, 2009. The Report has been placed on the RBI website for wider dissemination and comments.
